The answer is no, at least in my experience.

Before the election, we did not have enough chairs to seat everyone at our meetings. We have managed to recruit only three new people, in spite of a massive recruitment drive. I do have to say that we did recruit a number of new election judges, something that is always needed.

This is normal. It has nothing to do with Obama. It happens in every Presidential election cycle. People just do not understand the importance of local politics.
