Whether the conditions are better and how the conditions got better if they did are not an issue in the debate once we are asked to leave. The republicans will always say it's because we did the surge. And others will say it is multi-factorial with influences including the cease fire of one of the biggest groups in Iraq, the ethnic cleansing and separation of tribal groups, the exodus of millions, or even the simple fact they want their country back and have all decided they hate us more than each other so they have banded together at last. It really matters not one bit as to the debate. Those arguments are all for domestic political consumption.
