5. Can an official who has participated in a crime pardon a co-conspirator?
How can Bush legally pardon Cheney when they committed their criminal acts together? With Cheney acting on behalf of Bush, can Bush pardon Cheney? Legal people, please tell me that it can't work that way.

He didn't "condone torture" which he says he doesn't do; he just; according to him "cleared a process".

8. internationally, how do other nations view this?...
This is so blatant and in-your-face that I think that other nations just can't possibly view us as a civilized nation in light of this. Think how Franco's Spain or Stalin's USSR were viewed. If we don't deal with this, the stink will remain. We're heading for a sleazy decline if the next administration isn't willing and able to tackle this. So far, I don't have a lot of hope. Sometimes rogue nations recover. Sometimes they don't.
