1. K & R to read later. Why didn't the Senate simply decide that the second
Tranch of payments via the BailOUt would go to the states, all fifty of them. Apportion the money on a census based head count -each citizen to receive the same amount.

Right now anywhere from 23 to 28 states teeter on the sharp and scary edge of budget deficits so high that they face bankruptcy.

If that insolvency was offset, teachers could keep their jobs. So could EMT's, firefighters, police, social workers, city planning staffs, accountants, legal advisers etc.

This would be far better than a construction bill which will not help most Americans. The job titles are already there, the workers already hired, and the money infused would let these workers stay employed. At the same time, the states' network of services would stay up and operational.

I know of NO fifty something women who plan on operating a jack hammer any time soon, but know a good many forty to fifty somethings who are out of work.

Granted we need infrastructure but it takes time to plan on the projects, and decide which are really needed and which are pork. Rushing through such a bill will just give us more bridges to nowhere, with less equal employment opportunities.
