2. I think it was related to the Census responsibility of Commerce.
And I'm serious about this.

Gregg has a known antipathy towards Hispanic immigrants.

The Census function of the Commerce Department would let the Commerce Secretary shape the methods to be used in performing the Census. Methods determine how many people in marginal categories show up in the Census count. More of those people in an area could mean additional congressional representation and therefore more power.

So, to stop that from happening, one would want to be the person shaping the methods to ensure that as few of these marginal people are counted as possible. It could be hugely influential.

Since the GOP is so good at targeted voter suppression, they now want to expand into targeted population suppression.

Then he found out that the Census function was being removed from control of the Commerce department.

I think this fits the way the GOP operates.
