A hard crackdown of "looters" in Chile, many of which were just looking for food, water, toilet paper, diapers, and other necessities.

Additional info that doesn't appear in the vid: After using water cannons (ironic, since they were breaking in to get water) and tear gas on the crowd, the police were ordered to let just the women in the store to take food. They complained that it was impossible to breathe because of the tear gas, and the supermarket products all reeked of noxious gas.

1. Is it too hard to understand

fear and panic? Even the best of us would be hard pressed to 'behave'. I'm all for cutting these people some slack as long as they don't hurt one another. The food would spoil and attract all sorts bugs and animal scavengers anyway.
