NC5 Investigates Strip Mining In Tennessee

The price of coal is skyrocketing, and that means mining companies are flocking to Tennessee.

One of the most controversial types of mining involves strip mining.

NewsChannel 5 investigative reporter Ben Hall has discovered where it's happening in Tennessee and why a wildlife area that taxpayers paid $40 million to protect is in danger.

Times are changing in Elk Valley.

David Beaty and his family live at the base of Tennessee's largest mountain top mining site.

"Every evening you can hear a blast. Sometimes you can feel it," Beaty said.

Beaty lives in Campbell County near Zeb Mountain.

"To see the mountain tore up, you go places you used to go and its completely different now," he said.

Zeb Mountain is a site where companies use explosives to blast into mountains. It's happening more and more in Tennessee.

NewsChannel 5 Investigates has identified nine current mines above 2,000 feet. Four new permits are under review. They're north of Knoxville in Campbell, Claiborne and Anderson counties.

But most surprising to some lawmakers is that coal companies are planning large-scale mountain top mining in a state wildlife area.

Taxpayers spent $40 million buying the land and the timber rights to the Sundquist Wildlife Management Area, but the state does not own the mineral rights. Coal companies are planning extensive mountain top mining in the area.

KINGSPORT — The Eastern Coal Council is sponsoring its 29th annual Conference and Exposition, “Leading By Example: Coal Technologies for an Energy Secure America,” May 19 and 20 at the MeadowView Conference Resort and Convention Center in Kingsport.

Co-sponsors are U.S. Rep. Rick Boucher, Southern States Energy Board, Virginia Center for Coal and Energy Research, Virginia Tech’s Powell River Research & Education Center, Virginia Mining Association, Kentucky Coal Academy, and Coal Leader, coal’s national newspaper.

Lt. Gov. Ron Ramsey of Tennessee will address conference attendees at the annual meeting.

Ramsey represents Tennessee Senate District 2, which encompasses Johnson and Sullivan counties in East Tennessee. He was elected to the Senate in 1996 after serving two terms in the Tennessee House of Representatives. During his time as a state representative, Ramsey represented the 1st District, located in Sullivan County.

On Jan. 9, 2007, Ramsey was elected speaker of the Senate and lieutenant governor by a margin of 18-15, receiving the votes of all GOP senators and one Democratic senator. He is the first GOP Senate speaker in 140 years and the first from Sullivan County in over 100 years.

Prior to his election, he served as majority leader and caucus chairman of the Senate Republican Caucus and is also a former chairman of the Senate Environment Committee. Ramsey sponsored legislation creating the state’s “brownfield” law, helping Tennessee’s environment by making it easier to redevelop old industrial sites.

Boucher, a member of the House Energy and Commerce Committee and chairman of the Energy and Air Quality Subcommittee, is uniquely positioned to influence federal legislation relating to a broad range of energy-related issues including electricity generation and markets, coal use, pipeline safety, refineries and the Clean Air Act.

Boucher’s subcommittee is drafting legislation to promote American energy independence through the development of alternatives to petroleum for transportation fuels and to promote energy efficiency as a means of reducing consumption.

The legislation being developed will encourage the creation of a domestic coal to liquids industry and facilitate the construction of ethanol refineries that use agricultural waste as the feedstock. With scientific opinion regarding the human contribution to global warming now deeply solidified, Boucher’s subcommittee will write the country’s first mandatory greenhouse gas control measure this fall.
