In early summer 2010, the pseudo science blog Watts up with that informed it's discriminating readers that this summer would decisively show that northern polar ice had ended a long term decline.
They guaranteed it.

3. How ironic...
He is discussing how Iceland can become the "new Singapore" of shipping, once the polar ice is absent for months at a time. I guess he's going to ignore the fact that the kind of climate change we'll experience at that point will be catastrophic for many.

4. in the medium term,
there may be winners and losers, and pragmatism is in order.

Admiral Titley definitely gets it that this is not a good thing for any of us in the long run.

7. Au contrair;
He is not agreeing to the fact that this statement is good, he is remarking that it is in all likelihood what will happen. His concern is that when this happens the current world naval paradigms will shift. This will have serious repercussions, not only for fishing, shipping but for the world's navies as well. The latter is what he was referring to in his speech. He was not saying this was good but agreeing with the fact it will happen.
