If you read the secret Bush administration memos that were released last year, you will understand what this is really all about. They outline the methods of torture to be used.

Besides the waterboarding, sleep deprivation and other heinous acts, they include "forced nudity and sexual humiliation." The reason for its use is described as, "contributes to an escalating 'de-humanization' of the detainees and sets the stage for additional and more severe abuses to occur."
