I am thinking of a poncho-vest.
Here is an example of the shape except that you would want something longer to sit, stand and maybe even sleep in and yours would not have buttons at the shoulders or pockets and would be open at the sides.. Remember this is to go over other winter outer wear.
http://pinterest.com/pin/514173/Get an old-fashioned blanket (not a quilted one), and cut it to form a poncho with a whole for the head and a small slot, maybe a small one front and a small one back, to help you get it over our heard. Cut off any fabric that extends over your arms. And then cut up each side from the bottom leaving plenty of fabric to go over your soldiers.
Lay down the poncho you have made so that it is extended end to end and place two old pillows (or other appropriate filler, see below), one on top of the front and one on top of the back. Sew the edges of the pillows together at the top. Sew that seam to the shoulders of the poncho.
Turn up the hems (the bottoms) front and back so that the pillows are encased sort of in pockets at the bottoms front and back. Then turn in the the sides to enclose the pillows front and back. Now go up and fit the pillow into the slits and wholes at the top. That is the hardest step, and I haven't tried that yet, but the rest should be easy.
Tie a strip of fabric that has been folded together maybe four times so that all seams that might ravel threads are inside. Sew that together and use it as a belt.
The stitching should be very simple. I'm thinking of the blanket stitch. You might need to run a thread through the fabric and the pillow, the whole works, bring it back up, cut the thread and then tie the ends together. Quilters used to do this in order to make a quilt very quickly.

You will need a scissors,yarn, a tapestry needle, a thimble to push the needle through the fabric, the blanket and the filling at least. You may need a hole-punch to facilitate sewing. If you use a hole-punch, don't punch through the pillow. Just sew the blanket sides together to keep the pillow in. You will need to make smaller stitches because the stress on the stitches could tear the holes open.
I could imagine that this poncho might protect from more than just cold weather. I hope it isn't totally crazy. You could do the same thing but insert toweling not pillows if the pillows are to hard to sew through. You could also you some sort of fleece fabric inside. But pillows or used comforters would be better. Best to buy thrift shop products for this purpose.
I doubt that these would wear very well for very long, but they would provide extra warmth over a normal winter coat.
You would not be competing for a prize for tailoring or even for a good-looking poncho.
Naturally, everyone will have their own ideas once they get the blanket, the stuffing, the needle, the thread and the scissors.
