The military has a number of supposedly non-lethal crowd-control devices that increasingly have been adopted by police. Scott Olsen's skull was fractured by a projectile from a tear gas canister.
Rachel,discusses the militarization of police and the increasing use of pepper spray and other "non-lethal" weapons in ways inconsistent with the circumstances. Spraying an 84-year-old woman at one event and peaceful protesters at UC Berkeley repeatedly might not ever have happened had those "non-lethal" weapons not been available and only live ammunition or police batons. She talks with Retired Police Captain Ray Lewis about that and his experience with being arrested along with other Occupy Wall Street protesters.
