That being the Banking and loan System. Banks loan the developers the money to build condos that no one can afford. No one buys, so the banks have to forclose. now the bank owns the property that no one can buy. Seems alot like what is happening to U.S.

They grow up so quickly these days! It seems like only yesterday, they were a backward, third world country. Now, look at them. They've learned how to enslave their population using communism AND capitalism. Now THAT'S progress. :sarcasm:
