The stated reason for Newt's endorsement of this idea is for mining of rare metals. If you've been keeping track of recent news, you'd know that China, with so much of these rare metals within it's sphere of control, has effectively cut off exporting the same. This could lead to a situation that is reminiscent of Japan's stated reason for it's entry into WWII; it's inability to import ores and other minerals necessary to keep its economy strong.
