1. "The List" is just a way to harass the opposition

They have the means to collect, but not the resources to fully exploit the massive amounts of data they have mined. All of the alleged 9-11 hijackers were on FBI watch lists, and some agents were even raising alarms about them, but they were allowed to board aircraft anyway. "The List" is more of a political tool to harass Senator Kennedy and authors like Naomi Wolf than a real means of stopping terrorist attacks.
