The Unitary King George Homeland Security Presidential Directive: an Unconstitutional Bombshell


As the nation focused on whether Congress would exercise its constitutional duty to cut funding for the war, Bush quietly issued an unconstitutional bombshell that went virtually unnoticed by the corporate media.

The National Security and Homeland Security Presidential Directive, signed on May 9, 2007, would place all governmental power in the hands of the President and effectively abolish the checks and balances in the Constitution.

If a "catastrophic emergency" - which could include a terrorist attack or a natural disaster - occurs, Bush's new directive says: "The President shall lead the activities of the Federal Government for ensuring constitutional government."

What about the other two co-equal branches of government? The directive throws them a bone by speaking of a "cooperative effort" among the three branches, "coordinated by the President, as a matter of comity with respect to the legislative and judicial branches and with proper respect for the constitutional separation of powers." The Vice-President would help to implement the plans.

"Comity," however, means courtesy, and the President would decide what kind of respect for the other two branches of government would be "proper." This Presidential Directive is a blatant power grab by Bush to institutionalize "the unitary executive."

1. Congress seems to be uncomfortably silent
for having their oversight powers eviscerated by the decree of a man of questionable intellect and motives. What the fuck is their response to this latest abomination?

leave office in Jan. 2009 be in for a rude awakening.

4. In my latest call to my congressman, I brought up this issue.
In his e-mail response, he addressed individually my many concerns.

This is his reply to the Presidential Directive .


"Regarding the National Security Presidential Directive 51 and Homeland Security Presidential Directive 20, I think your correspondence raises some serious questions, and I have inquired with the House Committee on Homeland Security as to any plans for congressional oversight on the matter. Unfortunately, to date, I have not received a response. Be assured I will keep you updated should I learn anything further on the matter. In the meantime, I continue to monitor the issue closely."


My Rep is John Tierney and he is a hard worker and has never failed to respond to my concerns.

6. When I first read it I called Ron Wyden's office and asked if he was aware of it.
They said he was and that they were working on it. I asked exactly what they were doing and the woman told me she was not privy to the deliberations but that I should know that they were aware and concerned.
