DICK Cheney can exempt himself from an executive branch regulation he finds inconvenient, and then put himself right back in the executive branch when that suits his purposes. For example, he can violate the archival regulations and not bother documenting where his secrets are, you know, the ones that are going to send the entire cabal to jail and/or that odd bed they use for lethal injections. And then as he needs to be in the executive branch to invoke executive privilege so that he cannot be compelled to testify about the crimes he has committed, when the mood suits him, the office of the vice president is once again back in the executive branch.
I like this paradigm. For example I have two kids in college, a fact of life that costs me a small fortune every year. Now it would be very convenient if I could consider these two kids as independent when it came to determining their income level and consequent suitability for financial aid, and just like DICK consider these same kids as dependents when I file my income tax. And I say why not?
'But wait', you say, 'your kids cannot be both independent and dependent'. Ah yes well that is where the cat comes in. It is a quantum effect, both DICK and I have determined that reality can be multi-phased and it is really all determined by the observers perspective and interference which phase we are in at any moment. For keeping secrets away from prying eyes - were are in the legislative phase of the DICK. For keeping DICK away from subpoenas, well then we are in the executive DICK phase.
I'd prefer the dead cat in the box phase, but that is just me.
