Who/what is the biggest scapegoat for the world's problems today?
So far, the options I can think of are: gays, liberals/Democrats, Bill Clinton, atheism, Muslims, guns, videogames, the French, Jews, and feminists. Also, Bush, but unlike the others, he actually deserves to be blamed for the world's problems.

1. Bush, Cheney and the republicans are scapgoators while
...the groups of people you've listed are scapgoatees

Definitions of scapegoat on the Web:

a person or group of people blamed or punished for the actions and/or errors of others

Bush simply reaps the benefits of the scapegoating process

3. It's me.
iraq? yep, that was me. national debt? I guess I owe you big for that one. Paris Hilton? all my fault. All those unmatched socks in your sock drawer? Got 'em.

And if you really want to know, I'm the one who's been scapegoating all those other groups.

4. Women.How dare we work so our families can eat; how dare we stay home & get public assistance...
It goes on. It's all our fault. Time magazine did a cover article about the damage done to children by divorce back when I was a single mom -- I remember it well because my own mother sent it to me.

It's all out fault. Bruno Bettleheim spread Kanner's "Refrigerator Mother" hypothesis of the cause of autism in children. Freud was pretty sure mothers were the cause of homosexuality in sons.

There's lots more.
