I can't believe this guy thinks he's going to get any more idiots to volunteer when he can't fill all the slots in the armed forces. The only thing I can think of is that he want's to put the Blackwater people under the federal wing.

It sounded like a way for the military to stock up on professionals who they can't get to join otherwise. If anyone hasn't noticed, it seems the military isn't amazingly good at things like rebuilding economic infrastructure and likely could use the help of civilian specialists. This just sounds like Bush is rehashing Clark's 2004 plan for a Civilian Reserve.
