In another thread, Darrell Issa was shown to be one of the big backers of the new effort to put in place the manipulative partial electoral college vote for California scam.
http://www.democraticunderground.com/discuss/duboard.php?az=show_mesg&forum=102&topic_id=3058692&mesg_id=3058692I reminded people in that thread of course that Issa was also perhaps THE prime sponsor of the recall of Gray Davis a while back too, and himself tried to get elected instead of him (though he backed out crying in the end when it was obvious that he wasn't going to beat Arnold).
Here's the message (which likely was directed to me since I think I'm on Bilbray's list now for some of the emails that have been sent to him on other issues):

Darrell Issa
U.S. Representative
Hello,
In 2003, I called on Californians to come together to take control of their state government and recall Gray Davis. Over 1.5 million responded by signing our recall petition.
Now, I need your help to put a vitally important measure on the June ballot to reform the Electoral College.
California’s current ‘winner-take-all” system is not fair and makes our votes irrelevant in Presidential elections. Our reform initiative will make sure your vote counts and make sure every candidate wins his or her fair share of electoral college votes from California.
This initiative is NOT about helping any one party or candidate. It simply makes sure that every vote cast in our state counts in the Electoral College.
o In 1988, Democratic nominee Michael Dukakis received 48% of the vote, but received ZERO electoral delegates from California.
o In 2004, Republican nominee George Bush received 44% of the vote, but received ZERO electoral delegates from California.
o It has been over 30 years since presidential candidates have actively sought the votes of Californians. Without this reform initiative, they will take us for granted again in 2008.
Here is what I need you to do:
o Download the petition: http://www.calcounts.org/petition/">California Counts Petition
o Print the petition out on your home or office printer on 8.5 x 11 paper. DO NOT adjust the margins and please use white paper and black ink.
o Please Sign and date your petition and mail it back to this address:
California Counts
921 11th Street
Suite 400
Sacramento, CA 9581
You can also help by forwarding this email to your friends and associates, or, if you prefer, we will forward the petition for you. Just send us your email list and we will take care of everything else.
Also, please visit our website, http://www.calcounts.org for more information.
Thank you for helping make sure your vote – and every vote - counts, and thank you for helping make California a better place.
Sincerely,
Darrell Issa
U.S. Representative

Don't you just LOVE THIS LIE(!) in this line at the end and contrast with the previous post's? Oh, like you are just an "average citizen" with that much money behind it!

Above DU thread referenced paragraph:
The largest single donor revealed in Tuesday's filing was the California Republican Party ($80,000), followed by Rep. Darrell Issa (R-Vista) at $59,700. Issa has not yet endorsed a presidential candidate. Former Univision chairman Jerrold Perenchio, who is backing Sen. John McCain's presidential campaign, donated $50,000, as did Silicon Valley venture capitalist E. Floyd Kvamme, a Giuliani backer....Newport Beach investor Duane R. Roberts gave $50,000 to the effort. Hehas has given $2,300 to McCain, Giuliani and ex-Massachusetts Gov. Mitt Romney.
Folks, we need to declare WAR on car thief and arsonist Darrell Issa, who's constantly trying to subvert our political processes for political gain! I think we need to take the gloves off with him now!
