3. I don't think (regardless of the answer) that would affect civil

lawsuits.. I'm not sure the concern is that CEOs would face criminal charges (which a pardon might affect). Rather, civil suits that could explode with the hidden facts of what the administration had been doing... The latter undoubtedly does include some criminal activity, on the part of the administration, which would explain their frantic attempts to get the immunity waiver.
