Can Congress take up the Kyoto Treaty without it being presented by the Administration?

Can Congress take up the Kyoto Treaty without it being presented by the Administration?
Can they review and vote on the Kyoto Treaty and put it on Bush*'s desk for a veto, or must they wait on an Administration that has no intention of ever doing anything beneficial for the environment.:shrug:

1. I don't know why not. They draft other legislation, why not a law to pass this, then vote to ratify
the treaty. No expert here, of course.

2. I believe that only the President can enter into a treaty.
Remember that it was Bill that ducked out of Kyoto.

3. Although Clinton never officially submitted it there was a vote in the Senate
And that vote was unanimous rejection of the Kyoto Treaty. That is why Clinton never submitted the Treaty for ratification. He did not duck out of it. The Senate said don't bother because it would never be ratified..It was however signed by the Clinton Administration just never ratified..

5. Congress can do a "sense of Congress" vote though
While not actually voting on a ratification bill they could issue a sense of the Congress like the Senate recently did with Iran's Military. Although it isn't binding in any way it tells the President which way the country (Congress) is leaning..
