Evacuations to Include Background Checks

AUSTIN, Texas (AP) - Texans who board buses to evacuate during the next hurricane or other emergency will first have to submit to criminal background checks, the state's emergency management director said.

The policy is an attempt to keep sex offenders and fugitives from boarding evacuation buses with children, the elderly and the disabled, said Jack Colley, the chief of the state's Division of Emergency Management.

No sex offenders or other criminals will be left behind in an evacuation, but will be evacuated on different buses.

"This will allow us to help them evacuate," Colley said. "We're not going to leave anyone."

3. There Could Be Consequences

First, what about the time?

Second, people who know there is an outstanding warrent on them may not want to subject themselves to that. Not all "criminals" are violent - sometimes it is minor drug offenses, traffic violations, etc. They may choose not to evacuate if they are going to be arrested.

What about illegal immigrants? Are they going to be afraid to seek assistance in a crisis?

Of course, those who push for a strict criminal justice system and anti-immigration policy don't really care.
