Dear State Chairs:

There has been significant internal chatter of late about whether or not to discuss the Clinton Library donors.

Our analysis indicates the following:

1. Maximum advantage will be obtained from this issue if it is preserved until the general election.

2. The Clintons are paralyzed on raising the Bush Libraries' donor lists.

Accordingly, please continue to sidestep any media attempts to draw you out on this issue.
