New al-Qaeda franchises are springing up in Libya and in Lebanon and there are reports of a cell forming in Gaza.

But perhaps one of the most unexpected developments with al-Qaeda this year was a Dec. 16 message posted on two al-Qaeda Web sites, inviting news media and others to submit questions to al-Qaeda's No. 2 man, Ayman al-Zawahiri.

The technique has been widely used in the U.S. presidential primary races and Hoffman sees it as a too-clever attempt by al-Qaeda to fashion its image into something more palatable to a global audience.
