Why is he the one being qouted?
Why is he the one shouting the loudest?
Why is his face on the front page of CNN's webpage?

Here's the webpage Headline from CNN along with Hagel Pic. Hagel: Troop buildup a Ping-Pong game with U.S. lives

When you click on the link you get: Democrats move to condemn Bush plan for troop buildup

2. Because he's a Republican
It's just like the Watergate days - The Dems built the coffin but the Republicans were the ones who shoved Nixon into it.

3. Bush talks about not failing in Iraq.
It's already a failure and any other plans are fixing the failure. Even a "surge" is a fix of a failure. Bush makes it sound like if he doesn't get the surge a "failure in Iraq" will fall on the democrats.
