its policies promote racism, bigotry, corruption, money laundering. Very sad state of affairs in Native Am. gambling these days because of them. Some tribes have $25,000 to give to each member, some have zero.

If you're asking which one is worst in general, I'd say CIA-they don't even let us see their budget and have been instrumental in nefarious covert foreign interventions.

DOD is 'losing' billions to fund secret unauthorized covert operations at home and abroad.

11. USCIS (formerly known as the INS)

At least, they are the agency I know to be terrible, from having dealt with them in my work over the years. I'm sure there are other bad ones. But to me they've become even more dysfunctional since changing their name and since moving from the Department of Justice to the Department of Homeland Security.
