That, apparently is what happened during Poppy Bush's reign, and may well be what is happening now.
New Jersey Concern Is Tied to Iraq Arms Network

The chairman of the House Banking Committee said today that a Paramus, N.J., company had served as part of the network that Saddam Hussein used in his efforts to build a nuclear arsenal.
Representative Henry Gonzalez, a Texas Democrat, said the company, Express Resources, had served as the United States branch of Euromac, a European company that was identified in the 1980's in court and intelligence documents as a front for the Iraqi government.
Euromac, which was based in London, was the target of an investigation by the United States Customs Service and British law enforcement authorities in 1988. The investigation led to the arrests and convictions of the company's top officers for trying to ship nuclear triggers to Iraq. Executive Denies Involvement
Rene Malek, identified by Mr. Gonzalez as the head of Express Resources, said in a telephone interview today that his company had never served as the American office of Euromac. Mr. Malek, who said he was being smeared by Mr. Gonzalez, said he had only allowed an officer of Euromac, an Iraqi national, to use his office for a time.
Mr. Gonzalez has used his post as Banking Committee chairman to press the argument that the Bush Administration worked to arm Iraq as part of an unsuccessful effort to moderate Saddam Hussein's policies. He said in a statement on the floor of the House that the Euromac and Express Resources cases demonstrated how the Bush Administration, in its eagerness to provide aid to Iraq, had willfully ignored evidence that Saddam Hussein was intent on building a nuclear bomb.
Mr. Gonzalez said documents showed that Express Resources had tried to purchase special high-speed cameras for nuclear weapons research. The Energy Department blocked the sale, Mr. Gonzalez said. 'I Am in the Trading Business'
Mr. Malek said that a manager of Euromac, Ali Daghir, who was identified as an Iraqi agent in the nuclear triggers case and was sent to jail, is an old friend from the time when they both worked for an air conditioning company. He said that Mr. Daghir asked to use the Paramus office, and he agreed.
"He was in the business of procuring goods for Iraq, and I am in the trading business," Mr. Malek said, explaining that he had agreed to give Mr. Daghir office space to cement their relationship, in hopes of getting business.
He said that he had explained to Mr. Daghir that he did not deal in military goods. In explaining how he came to seek a high-speed camera for Iraq, Mr. Malek said that Mr. Daghir had asked him to get a price quote from the company that manufactured them. Mr. Malek said he had been informed that an export license would be required and that it was unlikely one would be granted for Iraq. Blocked by Energy Department
He said Mr. Daghir had told him to try to get a license anyway, suggesting that the United States Government would not stand in the way. In the end, the Energy Department blocked the license.
Mr. Malek said he had explained all of this last year to agents from the Federal Bureau of Investigation and had been left with the impression that they believed his account.
Representative Gonzalez said Customs Service documents from the investigation in Britain had quoted another Euromac official as saying that Express Resources had served as his company's United States base.
In the case in which Euromac officials were convicted in England, company officials told an undercover agent to obtain electrical capacitors from an American company. Officials with the Defense Logistics Agency (DLA) sent four nose-cone fuse assemblies to Taiwan in August 2006 instead of four replacement battery packs for use in Taiwan's fleet of UH-1 Huey helicopters. The fuses help trigger nuclear warheads on Minuteman intercontinental ballistic missiles as they near their point of impact. It was unclear yesterday how the two very different items were mixed up at a warehouse at Hill Air Force Base in Utah and how they were shipped out of the country without notice.

Are these bastards using nukes to create an enemy? The fascists help build the "enemy" arsenal, then clamor for stopping that enemy's nuke proliferation, then invade the country and take their resources.
