Why was Kiley demoted in 2004 (WR)?

Why was Kiley demoted in 2004 (WR)?
So, I know Kiley was Commander for 2002-4 and then was 'demoted' to 2nd in command. Then, when Weightman is sacrificed, Kiley gets the job again.

I know Kiley has been a complete 'fuck-up', but does anyone know why he lost the job the first time around?

2. Is that 'normal' - for someone who has been top dog
to become second fiddle for no reason? I know nothing of military 'workings' - sorry.
