A little more information that has been missing from most articles in the papers. Last year most if not all the maintenance people at Walter Reed were terminated and replaced with worker from IAP Worldwide Services, a large military contractor. This was after outsourcing was discussed and planned for five years. Given the age of the buildings, this change resulted in the loss of over 3000 years of experience in maintaining these buildings. According to the NYT there was reduction in the maintenance work force from 300 down to 60. Obviously there was little or no monitoring of this outsourcing contract.
