Can Fitz give his investigation to Congress?

He is not "independent counsel". An independent counsel would be required to provide a full report.

He is a prosecutor. They do not file reports of investigations - facts not proven in court can not be made public.

Another reporter asked whether or not the prosecution would turn over sealed files from the grand jury investigation to a Congressional investigation. Fitzgerald gave a measured answer.

"If Congress does something or not, we are not going to predict that," he said. "We will do what's appropriate."

I listened to Fitgerald closely at this point, and at first, my heart sunk when he said the investigation was closed - done. But then, he started mentioning Congress -- "If Congress..." -- like throwing it in their court - and I distictly got the impression that perhaps he was hinting a bit -- maybe it's wishful thinking on my part. I'm looking for a full video clip or transcript so I can go back over his comments. Then the question remains, what will Congress do?

Edited to add, Tweety in the background as my teevee blares in the other room, talking just now about how "...this is just the beginning..." of getting to the bottom of the lies and manipulation that took us to Iraq -- maybe there is hope yet.

The Senate Select Committee on Watergate (Sam Ervin's show) was brought about because of the obstruction of a "third-rate burglary".

The prosecutors in that case did testify (in public and on camera) before that committee.

The parallels are clear.

Fitz and his team could be called before Congress. I'd love to see him go into detail about his "sand in the eyes" comment when he announced the indictments.
