but everything is governed by the Atomic Energy Act of 1954 -- which puts nuclear weapons issues at the top of all US nuclear regulation, while putting health and safety issues at the bottom

The government can also commandeer such facilities for weapons purposes. It's unclear why we need another one: the US built and privatized a major uranium enrichment facility in the late 1980s and early 1990s
