With or without the surge the invasion would have either "gotten better" or the media would have gotten better about ignoring it or highlighting that things are improving (Solders aren't getting electrocuted in KBR showers any more after nearly 8 years or so.)

for 300,000 to 500,000 troops needed to invade Iraq and keep it stable. Rummy ignored all this. The surge was just an attempt to redo what they had done so wrong.
