As it stands now, Bush will simply pardon Libby on his way out the door, and there will be no real political fallout for the Republican Party. But get Bush and Cheney under the threat of impeachment, and they may pardon him sooner to save their own asses. They'd be demolishing the Republican Party's chances in the next election, of course- but I've no doubt they'd scuttle the party to save themselves.
For Libby, a looming Bush impeachment would mean he might actually be stuck without a pardon, making him more willing to negotiate with prosecutors.
Up to this point, I've been one of the voices advocating methodical investigations rather than an overt move towards impeachment, but I've changed my mind. I think it'd be a wise political move at this point to really start publicly laying the groundwork for the simultaneous impeachment of Cheney and Bush.
