A proposal dealing with adoption and foster homes will be on the ballot in Arkansas in November.
The Family Council Action Committee submitted more than 85,000 valid signatures of registered voters; only 62,000 were needed to get the measure on the November ballot. Jerry Cox heads the organization.
"What we have here is...an initiated act that says that adoptive or foster care children in Arkansas will not be placed in homes where there is a live-in boyfriend or live-in girlfriend," he explains.
Opponents had billed the campaign as anti-homosexual, but not so according to Cox.
"The measure doesn't distinguish between homosexuals or heterosexuals," he points out. "It simply says if you're cohabitating with a sexual partner out of wedlock, then you are not allowed to adopt a child or be a foster parent in the state of Arkansas."
Cox is reasonably confident of victory in November, given the vote on the Protection of Marriage amendment in that state. "For that measure we were able to garner 75 percent of the vote here in the state of Arkansas to say that marriage is the union of a man and a woman," he shares.
The campaign is a response to a 2006 decision by the Arkansas Supreme Court that struck down a state policy banning homosexual men and women from serving as foster parents.
