How many times has Bush used crisis and or fear to force Congress to make concessions?

How many times has Bush used crisis and or fear to force Congress to make concessions?
I'm trying to find a time line to support my contention that what we are seeing with the bailout plan is classic Bush/Cheney tactics. I know many bills were sprung just before a recess, but I need dates and thought someone might have a time line.
