It's because they know damn well there is going to be a democratic executive and an even larger democratic majority in two years and they suddenly realize that their short sited compliance with the neutering of the congress may not have been in their own interest after all.

They are terrified that the democrats might follow their example regarding power sharing and the unitary executive.
