What if the WH won't budge on "not under oath" and congress issues subpoenas with the implied threat of "contempt of congress"...how does it get resolved? Would it be possible to pass legislation limiting Executive Privilege?

And Kennedy will probably be the swing vote. He voted with the majority in Bush v Gore. This will be another test of party/ideology loyalty for him.

Somebody will have to sue someone else to start the process...I guess it would have to be Schumer's committee.
