My off-the-wall (or maybe not) prediction of what Bush will say later today:

He will announce that the White House has offered to cooperate with the Congress, but he won't mention that the WH's offer was to have Rove and Meyers testify without taking an oath, and behind closed doors, and with no transcripts (and perhaps also from behind a curtain with voice-modulators).

Then he will helpfully remind the country that we have "serious issues" facing us (i.e. "terra, terra, 9/11, troops, terra, terra-iststs, 9/11, troops!, troops!, in harm's way, doing hard work, 9/11, terra, terra, terra! Look out!")

And there you go.
