Can somebody PLEASE explain to me how Bush's writing laws and

regulations now is going to hamper the new administration and congress? It's 37 days to the inauguration, so it's well under the 60 day requirement for these rushed-through laws to take effect. Plus, isn't some of this legislation subject to congressional voting/approval?

1. Some of the midnight regs that have been written will take a lot

to unwrite. Lots of legal wrangling involved, from what I've read. He's an epic failure.

However, every president has the ability to do this, and they do.
