Shelby, Vittner, Corker et al trashed the Auto bailout. There are speculations it was more about busting unions than suddenly seeing the light of fiscal conservatism.
While, union busting is a part of it, I suspect political positioning plays a larger role.

In trashing the auto bailout - the neo-Hoovericans have a platform, they can say they stood up to the "tax-spend" Democrats and also blame it on Bush when the TARP funds are tapped.
Using TARP to bail out the "big 3" takes the decision making responsibility off of congress's shoulders and puts it on the Bush Administration. The "big 3" are saved, and given short memories of the public - GOPers are off the hook come re-election time.
If the auto bailout becomes an issue when they are running for re-election - they can say they fought against it, but ultimately it was out of their hands.
