I think we raise our eyebrows and think oh good lord those poor kids - but until there is actual physical abuse or neglect, there's not much to be done. We simply don't have the capacity to care for every child whose parents are idiots.

are capable of being parents because they gave birth to the kid. You don't need a license to have kids, in case you didn't notice.
