Do you mean replace Bush as the worst or replace him as President? For the first, I'd say Raygun. For the second, I'd vote Ike.

He was the first to mention the military industrial complex, and warn the American people of how powerful it could be if they let it.
During his presidency, the rich paid their share and didn't complain; 91% top tax rate-- Ike called it "very American."

He, Theodore Roosevelt and Abraham Lincoln would all repudiate the current All Jesus All The Time GOP.
Eisenhower wrote that every weapon made was a theft from the people; today's GOP is in the pocket of the defense industry.
But to replace Bush? I don't know...there are a lot of out-of-work winos who'd be better presidents than Shrub was.
