1. Maybe if he were, then the soldier wouldn't be in Iraq in the first place!
What an awful leader Bush is!!! Almost anyone would be better.

then he is wrong.
A guardsman's commander-in-chief is his/her governor up until they are mobilized on Title 10 orders, then they are just like the active Army, the president is their Commander-in-Chief.
