"The current Missouri Medicaid program now provides eyeglasses and some medical equipment (e.g., wheelchairs, oxygen) without making them contingent on losing weight or quitting smoking. If Missouri HealthNet were only to provide such services as “credits” to be earned, this action would represent a significant reduction in Medicaid coverage."

"Conditioning receipt of this same health coverage on work activities or other behaviors deemed appropriate by Family Support Division case managers would be unlikely to lead individuals in need of “entry level” jobs to find the kinds of jobs that provide health insurance. More likely, this would cause even more low-income parents to lose their Medicaid coverage without any means of replacing it."

Smart."The Report attempts to address the large decline in children’s coverage that resulted from the enactment of Senate Bill 539. That legislation imposed new premium and affordability requirements in the Missouri SCHIP program. Since these requirements were adopted, SCHIP participation has declined by nearly 25,000 children. This decline is in addition to the more than 90,000 adults that lost coverage directly based on eligibility cutbacks alone. The Report recommends revising the SCHIP affordability test so that so many children are no longer denied coverage because their family has access to expensive health insurance coverage that the family simply cannot afford. The Report estimates that 13,800 children will be covered due to these changes."
