Does Obama get to pick a White House Physician? Can he clean out the CIA?

The reason that I wonder is that I have believed that the Bush's should have been drug tested long ago as they both appear to be on drugs. Drugging someone over time can diminish their ability to make decisions (duh!) and I may be crazy for this thought but I think Obama should choose a new Physician for the place. Anyone know?????
Is he able to do a CIA cleaning? I really don't understand the complications of this part of Government very well.

THAT's why GWB chose to blame CIA for the Iraq screw up.

He ignored what CIA analysts told him and used, instead, the Office of Special Plans that he created in the Pentagon to go around the CIA because it's known as "the best liberal thinktank in town."
