Subpoenas, offers and counter offers.
When the White House "offered" more emails and a private meeting with Rove and Miers, why wasn't the counter offer a free dinner, no subpoenas, but the White House has to surrender more email, Rove and Miers have to voluntarily testify under oath.

That way, it would be the White House rejecting the counter-offer and the free dinner and no subpoenas are "off the table.
