14. I think that he might, maybe under party pressure.
Any protest is sour grapes from this point and they know it. It's Wellstone's seat and constituents and they know that too. If Franken and Coleman had run head to head it would have been an embarrassing loss for the republicans. They didn't get enough of the spoiler votes to make a difference.
