Everyone focuses on the Senate seat ... when the other instances are the ones 'ripe' for the criminal complaint. Fitz pulled the string to PREVENT the crime of selling the Senate seat. His apparent 'calculus' was that the damage would be too severe to wait until the act actually occurred.
