Or, is it completely trashed, as part of the Duhbya legacy? I'm thinking specifically of articles 32 & 33, regarding torture and collective punishment. Yes, they've been ignored, but does that make them meaningless?

If the 4th one is beyond saving, is it now time to write, and ratify, a fifth one, or do we just forget about it?

I think the Germans. The Japanese didn't. The North Koreans and ChiComs didn't follow it during the Korean War. The North Vietnamese didn't follow it. Our current enemies are not regulars and have not followed the GC.
