I don't know if it's hitting cities yet but try not to complain when sanitation fees go up
As the economy slows less recycled products have buyers. Cities will have to choose to send it to a landfill or store it until the market for the product goes back up. Orders for such have gone down both domestically and globally. It will cost money to store this stuff but a couple of extra dollars per month is worth it.
